Focusing on the area of textiles, this report examines initiatives and business models that can contribute to the development of a next-generation circular economy in Berlin. In addition to the potentials that actors are already implementing, the paper describes existing political and legal framework conditions and highlights perspectives for innovations. The mapping of initiatives for circular textiles shows that a diverse innovation landscape has emerged in Berlin.

There are numerous start-ups in the areas of sharing, secondhand platforms, recommerce and upcycling as well as sustainable and circular fashion labels. There are also initiatives in the areas of repair, do-it-yourself and re-use of materials. So far, however, these options have not yet reached the mainstream of consumers. To promote innovative approaches for circular textiles, further measures are necessary. An important strategic approach is the recording of material flows in the city (used textiles, production waste, returns, overproduction etc.).

Another central field of action is the mobilization of consumers in order to increase the demand for new circular products and services. Public procurement can also make a major contribution and increase the demand for circular business models and recycled textiles as well as give a strong signaling effect.
